Describes the organizational and tactical doctrine of the Croatian Defense Forces and the Muslim-led Army of Bosnia-Herzegovina. Analyses strengthes and weaknesses of the two sides in such matters as communications, training and logistics. Assesses the problems of command and control in the newly formed armies as well as the impact of criminal activity, the mujahedeen, and the intervention of peacekeeping forces. Concludes that far from being the aggressors the Bosnian Croats were outnumbered, outgunned, and on the defensive, barely holding out in the Lasva Valley until the ceasefire of February 1994.
