Assesses the problems of command and control in the newly formed armies as well as the impact of criminal activity, the mujahedeen, and the intervention of peacekeeping forces. Concludes that far from being the aggressors the Bosnian Croats were outnumbered, outgunned, and on the defensive, barely holding out in the Lasva Valley until the ceasefire of February 1994.
