The article concludes that ISAF troops are widely perceived to have failed on both ideational and security-based grounds. The article builds on two main approaches to such frames, which have surfaced in scholarly discourse. The first approach is a problem solving, second approach which takes a critical stance to instrumental understandings of legitimacy argues.
