520 _aBaluchistan is a large sparsely populated province in the south west of Pakistan bordering Iran and Afghanistan. The area has long been the subject of nationalist insurgency which Pakistan authorities have tried to quash. This paper discusses how a changing energy context is affecting Baluch nationalism and the importance the Pakistan government must attach to it. Recommends that the government accept the necessity of a political solution rather than one based on military force, and sees the benefits of economic development based on stability in Baluchistan as a better prospect than protracted conflict.
