Notes that most of the insurgent fighting is now carried out by foreigners with the recent tactic of targetting Indian military forces inside their own bases contributing further to morale decline. Suggests there is hope for improvement if Pakistan can control the ISI and prevent foreigners crossing the line of control, and if India can commit to a political solution.
