520 _aUngoverned territories are defined as areas "in which a state faces significant challenges in establishing control. ...(they) can be failed or failing states, poorly controlled land or maritime borders or areas within otherwise viable states where the central government's authority does not extend". This research report contains case studies of eight different areas including Sulawesi-Mindanao. In each case the research focuses on two aspects: ungovernability - that is the state is unable or unwilling to perform its functions, and conduciveness to terrorism based on existence of infrastructure, sources of income, favourable demographics, and invisibility. The work highlights US policies and programmes and is intended in the first instance for an American audience, but the analyses have much wider relevance.
