But according to this article a nuclear arms race is not at all certain, instead it argues there would be a race to gain a clear advantage in the means to wage conventional wars. This is dangerous because a) the time scales for the acquisition of conventional weapons are much shorter than for nuclear ones, b) there is a lower threshold for launching conventional conflicts, and c) there is more chance of them spreading.
