520 _aAlthough a wide variety of analogies have been used to describe the dynamics of terrorist groups none has really succeeded. This article argues that in fact terrorist groups function in much the same way and use many of the same techniques as transnational advocacy networks (TANs). Compares violent and non-violent TANs to support the argument drawing on human rights and environmental campaigns, al-Qaeda, Hezbollah, the International Campaign to Ban Landmines, and the Tamil Tigers.
