520 _aDespite the problems the United States is experiencing in Iraq the armed forces have largely escaped blame. However this article suggests that the lack of a plausible approach to counterinsurgency has contributed to the problems. This may change as Lt Gen David Petraeus takes charge of US forces in Iraq, because he has been forging a different approach based on winning the confidence of the people (hearts and minds) rather than emphasising attacks on the enemy.
