Given that the United States may well undertake other military interventions this paper tries, by analysing experiences in Iraq, to identify what factors will help to minimise the risk of insurgencies occurring and to reduce theireffectiveness if they do. Three factors are put forward: official surrender or peace settlement; maintaining public order; reconstructing local security forces.
