520 _aA critical analysis of the current political crisis in the Philippines is undertaken using neo-Gramscian on the emergence and alteration of hegemonic historical blocs and the state. The article concerned with two questions. One, to what degree is the Arroyo crisis a reflection of deeply rooted processes of hegemonic power relations and of the emergence historical blocs and the form of historical path dependence that it has entailed. Two what are the implications of the Philippine crisis for superficial consensus has emerged on the desirability of certain forms of democratic governance for development.
