Speakers indicated that the present strategies have been either ineffective or actively counterproductive despite the vast sums spent over many years (e.g. the U.S. has spent 150 billion dollars combating drugs over 30 years but world opium supply has increasaed fivefold in the same period). Some alternative approaches are briefly dentified.
