520 _aThis article analyses how domestic trade policies are adapted to new international framework conditions through strategies of politicization and depoliticization. Empirically, the focus is on how the interests of a globalized seafood industry are assessed in conjunction with the interests of agriculture - an industry traditionally treated as exceptional in policy making. The findings, which are based on a study of how trade policy issues have been handled in five white papers from Norway, show that different (de)politicization strategies can contribute to change in both policy goals and policy instruments.
