520 _aThe article explains how the intensifying US-China rivalry poses serious security and economic challenges to Japan, and how Japan has struggled to choose between its most important security partner and most important economic partner. Secondly, it explains how Japan's FOIP vision could ameliorate its strategic dilemma-the choice between the US and China-by closely examining the meaning and the origin of the FOIP. Thirdly, it discusses the implementation of FOIP by focusing on three aspects: securing freedom of navigation, promoting regional resiliency and connectivity, and rule-making and norm-setting.
