Policymakers and law enforcement agencies are likely to face challenges as a result of shifting definitions of hate crime, arising from the blurring of the lines between extremism and terrorism, and because of changing societal values. This article examines the reasons behind the wide disparity in data and the factors limiting the response of policymakers and law enforcement agencies.
