This article examines the challenges for a security apparatus that has struggled to emerge from the shadows of military dictatorship. The Brazilian intelligence community could be radically transformed in the next three to five years through new strategies, legislation, and personnel recruitment, although in reality it is likely to remain under-resourced and politically unsupported.
