520 _aDifferent approaches to terrorism can be considered as focussed either on terrorists or on the populations that are affected by terrorism. The former may be concerned with threat models and risk assessments for critical infrastructure, whereas the latter is concerned with public perceptions of risk and costs (in broad rather than simple financial terrms). Uses lifting the ban on liquids in hand luggage on planes as a case study. Concludes by suggesting a holistic approach which would draw together the terrorist and the population foci of research.
