The paper presents the hedging concept and draws parallels with Japan, while also drawing attention to the impact of international pressure on Iran's nuclear weapons programme. Concludes by recommending realistic goals aimed at containing rather than rolling back nuclear programmes which will be acceptable at national and international levels.
