520 _aThe R2P principle holds that all states should protect their populations against genocide and mass atrocities, that the international community should assist them to do this, and that the international community should take timely and decisive measures to protect populations of host states that fail in their duty. UN Sec Gen Ban Ki-moon has identified moving R2P from words to deeds as a cornerstone of his term of office; however many governments have reservations about how to interpret and implement R2P. This article assesses the international consensus on R2P, at government positions on R2P in the Asia Pacific region, and how to progress R2P principle in the region.
