520 _aIn recent years China has embarked on a structured policy to build strategic partnerships across Africa that will "substantially increase China's economic, political, and military presence" on the continent. This article shows how the policy has developed and how it is being put into action. Military engagement, already in 41 countries, is to be extended to more within two years, meanwhile construction and investment projects are still welcomed despite concerns about unfair competition (because of PRC subsidies) that these represent for local companies.
