The article discusses the relatively low profile in most countries of small arms in general and their destruction in particular. Yet small arms control is a serious topic because these weapons kill far more people around the world than high profile weapons wielded by ships, tanks, and aircraft. This introduction considers who is involved in small arms destruction, who benefits, and whether the low key nature of destruction could be raised and coordinated.
