520			_aThis articles discusses Philippines's big hurdle in its efforts to modernise its armed forces. There has been lack of progress in this due to the fact that Philippines do not allocate enought money to defence expenditure. With the country facing a range of diverse security threats, both internal and external, there is an urgent need to boost defence spending. However, this does not appear to be so as there seem to be no understanding of the need for real defence modernisation and no political will to provide the Armed Forces of the Philippines (AFP) with the funding necessary to make any real progress towards defence modernisation.
