This article argues that in fact terrorist groups function in much the same way and use many of the same techniques as transnational advocacy networks (TANs). Compares violent and non-violent TANs to support the argument drawing on human rights and environmental campaigns, al-Qaeda, Hezbollah, the International Campaign to Ban Landmines, and the Tamil Tigers.
