President Hu Jintao discussed how to build a positive, cooperative, comprehensive United States - Chinese relationship for the 21st century and went on to announce the creation of a strategic track as part of a new United States - China strategic and economic dialogue. This analysis can be stated as part of an expanded arms control toolbox many different co-operative security activities can contribute to reshaping the United States- Russian and United States- Chinese strategic relationships successfully.
