The USA has never openly and unambiguously declared war in over 200 years even though the Federal Convention of 1787 clearly enables the US government to do so. Thus the author sets out the starting point of this book in which he examines the distinction between constitutional theory and practical wartime politics and asks inter alia whether it is necessary or even appropriate to declare war.
