The downsizing of the U.S. military involves the closing of bases and weapons ranges. Clearing these sites of unexploded ordnance has become one of the most expensive environmental problems the army faces. This study considers the difficulties of estimating cleanup costs including what constitutes "clean" and the substantial effects on cost of different approaches.
