The topic of this paper represents the onset of decline, unless air commanders respond to intellectual and leadership challenges. Challenges include institutional barriers, the conservative nature of air forces, bureaucratic management style, a narrow leadership base, technological demands and cultural dilemma. This paper attempts to look at four issues, namely, the dilemma of Americal air power, the role of the vanguard party, the need for a revolution in the organisation and on the furture doctrine.
