The generation of air capabilities is examined from a systems viewpoint within the context of national strategy, defence policy and force employment. A structured process for development of air capabilities is proposed; the process includes a control methodology which coherently integrates strategic guidance, concept withdrawal of capabilities, planning introduction, employment and withdrawal of capabilities and adaption of capabilities to changing operationalenvironments. The paper indicates how expert judgement and formal descriptions may be brought together through the medium of mathematical models, automated tools and adaptive command structures to provide better control of the generation of air capabilities.
