The papers in this book are from the fourth of a series of four conferences organised by the OECD Forum for the Future. The fourth conference was hosted by Norddeutsche Landesbank, Hanover, Germany, 25-26 March 2000. The main themes are a) that old forms of governance in both public and private sectors are becoming increasingly ineffective, b)new forms of governance will be needed in the coming decades, and c) the usually fixed and permanent allocations of power built into the structures and constitutions of many organisations, as well as the tendency for initiative to be vested only in senior positions are both likely to undergo fundamental changes.
