The first part is the editors introduction which explains the purpose of the publication and contains a brief historical contextualisation, a biographical sketch of R H Hickling and his ideas. The second part is the memorandum proper which is reproduced as closely as possible the original, the third part is an appendix containing relevant sections of the translation of the report.
