European countries have developed investigative measures to cope with the increasing complexity of terrorist networks which often are connected with other forms of serious crime such drugs and arms trafficking and organised crime. There is a danger that these special investigation techniques will infringe rights and freedoms protected by the European Convention on Human Rights. This book contains results of a survey of national practices in 35 Council of Europe member states and two observer states together with an analytical report. It seeks to identify areas of agreement amongst national practices and among the principles governing the use and application of special investigative techniques.
