The Open Skies Treaty was signed on 24 March 1992 by 25 NATO and former Warsaw Pact countries. It provides for these countries to conduct unarmed overflights of one another's territories to assess military forces. This book contains 12 papers which provide the history of the treaty; technical requirements of suitable overflight aircraft; implications of bilateral and multi lateral aerial inspections; and the potential for open skies to support other arms control initiatives such as nuclear non proliferation and chemical weapons control.
