It contains the proceedings of a conference held at United States naval academy 1993 reviewing the US experience under the All-Volunteer Force concept and previewing the future of the force. The earlier conference held in the midst of the Cold War carried an air of pesimism over the efficacy of a volunteer armed forces. The second conference held after the demise of the Soviet Union the break-up of the Warsaw Pact and the remarkably quick successes in the Persian Gulf War.
