This article considers both psychological perspectives and assesses research to date. Concludes there is little support for the syndrome view - terrorists do not seem to be characterized by a unique set of psychological traits or pathologies. Neither are there any particular root causes of terrorism. The huge variety of the users of terrorism is consistent with the tool view which indicates that terrorism can be considered in terms of means and ends psychology. The tool view implies there are conditions under which potential perpetrators may find acts of terrorism more or less attractive. This conclusion offers guidance in the conduct of the war on terrorism.
