Discussion of the concept of a 'state of peace' which questions whether governments have the will to substantially demilitarise nations. Suggests that 'armed truce' is a more likely outcome. With greater emphasis being placed on holding the military in reserve and finding them alternative roles in society the author concludes that state of peace will not be achieved and the full peace dividend will not be realised.
