Based on the proceedings of an international conference held in Buenos Aires April 1997, jointly organised by the UNIDIR and the State Intelligence Secretariat (SIDE) of Argentina. This collection of papers provides international overviews of the problems posed by the illegal trade in small arms, nuclear materials, and chemical and biological agents.
