Examines the strength of the claim that transnational organized crime is a security threat, and in doing so also considers what is meant by the term "security threat". Concludes that in general terms the threat to nation states has been exaggerated, but that for poorly institutionalised non-democratic states the threat is serious, and thus in the longer term poses a threat to established democracies as well.
