Many ideas were thrown about. But the proposal was made concrete by ASEAN military decision makers. In the spirit of ASEAN, all 20 nations convene in the ASEAN Defence Ministers Meeting (ADMM)-Plus where ASEAN defence ministers and Dialogue Partners convene to discuss co-operation in defence and security matters.
