This book looks at the nuclear strategies of the US and USSR of the Cold War period, at the concepts of first strike capability and nuclear stability, and asks to what extent these strategies continue to be valid a decade or more later. The two major nuclear powers are competing as well as cooperating and there is still a great deal of uncertainty about the degree of stability in the nuclear stand-off. Some ideas are put forward which may help to improve the nuclear relationship.
