<br/><br/> Defence department officials announced that they had formally agreed to implement the long discussed defence telephone link with China.  China also agreed to move forward with their nuclear strategy and policy dialogue.  The hotline and nuclear strategy talks are part of a multiyear effort to enhance openness in the troubled relationship between the two military establishments.
