Outlines the measures against terrorism and WMD proliferation introduced after 9-11 by the UN Security Council (SC). The unprecedented measures are legally binding on all UN member states. This article considers the range of "soft governance" approaches used by the UN to support implementation of the measures and to enhance UN legitimacy. Also discusses whether and how the SC will agree to implement such legislative resolutions in the future and the extent to which non-Council members will be able to influence decision making.
