Considers why the Kashmir crisis occurred and what is being done to resolve it. Contributing to the difficulties are internal political strife in Kashmir, the Indian military's officer shortage especially in junior ranks plus morale problems, militant Islamic insurgent groups with international backing including support from Pakistan's ISI. Notes that most of the insurgent fighting is now carried out by foreigners with the recent tactic of targetting Indian military forces inside their own bases contributing further to morale decline. Suggests there is hope for improvement if Pakistan can control the ISI and prevent foreigners crossing the line of control, and if India can commit to a political solution
