Humanitarian assistance and peacekeeping: an uneasy alliance - London: RUSI, 2000 - 88p. - Whitehall papers series no 48 .

Provides an overview of peacekeeping and humanitarian assistance in the 100 years since the Hague Peace Conference of 1899. The main argument of this paper is that the alliance between peacekeepers and humanitarian assistance providers will continue to be critically important to the effectiveness of the international community's response to crises in the 21st century. Based on historical lessons sets out some key questions to be answered before intervention can take place; how to conduct intervention; and how to disengage once the mission has been completed.
