Ethnographic study that uses the experience of Aceh to demonstrate that Indonesia under Soeharto was a fundamentally insecure state. The processes and means used by the state to create stability actually achieved the reverse. Yet far from being held accountable for its failure the results justified the state in continuing its policies. The book suggests that in this sense the entire state system was corrupt. Also questions the assumption among some international human rights organisations that truth commissions promote accountability and reconciliation. Narratives of violence and conflict become political capital and may serve to worsen problems. The final chapter discusses events since the tsunami of Dec 2004.
