9-11 and the war on terror are significant only because Western governments and especially the USA perceive them as such, although these views are not apparently shared by western publics. The papers in this collection consider how old perspectives on security need to change, how to retain moral authority and uphold international norms of acceptability in conflict, and how terrorism can be tackled using non-military means. The conclusion notes that by some measures the Bush Doctrine is close to totalitarianism.
