<br/><br/> Shelve sovereignty claims temporarily and establish joint development zones to share to ocean's fish hydrocarbon and other resources.  The agreement between China, Philippines and Vietnam, three of the six government that have conflicting claims in the right direction and a possible model for the future.  The Paracel Islands in the northwest are claimed by China and Vietnam, while the Spratly Islands in the south are claimed entirely by China, Taiwan, Vietnam, the Philippines, Malaysia and Brunei.
