N2  - Most counter terrorist  (CT) efforts today focused on preventing a devastating attack on airport infrastructure or airlines.  In the maritime environment the following lessons for labor could be drawn. Lesson one: There are several factors 1) lack of practical maritime experience, 2) Lesser media exposure, 3) fixed land based targets often offer greater ease of access, 4) conducting terrorist operations at sea requires specialised equipment and skills.  Lesson two : The absence of a serious maritime terrorism threat to Australian interests today cannot excuse complacency
