Deterring nonstate terrorist groups : the case of Hizballah / Shmuel Bar - 2007

Study of the deterrence relationship during events leading up to the "Second Lebanon War" of July-August 2006. Finds that Hizballah was not prevented from taking actions by Israel's policies even though those actions were considered highly unacceptable by Israel and ultimately resulted in Israeli military operations. According to this article Israeli deterrence did not fail in the conventional sense, it failed because its position was not clear therefore Hizballah was unaware that it was crossing serious "red-lines" nor what the consequences of such transgressions would be.
