Argues that there is no such thing as perfect defense against nuclear attack by terrorists; to concentrate on trying to achieve this means other measures are neglected. Instead the U.S. should concentrate on improving all its counter techniques to ensure that the possibility of a successful attack is made as small as possible. Notes the need for careful understanding of how terorrist groups work and how their plots can fail - terrorists make mistakes too.
