The United States introduced the PSI in 2003 as a means to counter proliferation of WMD. To date some 70 countries have expressed support while some 40 of them may have actively participated in PSI actions or exercises. This article argues that the PSI is at variance with the international law of the sea (UNCLOS) and explains why Indonesia, as a large archipelagic state, does not look favourably on PSI participation.
